Loan Forgiveness Information and New Reporting Tool Coming Soon

The Paycheck Protection Flexibility Act was passed on June 5, 2020. The biggest impact of the Act is that the covered period has been extended from 8 weeks to 24 weeks or until the end of the year (December 31, 2020), whichever comes first. Once the 24-week coverage period has ended, you will have up to 90 days to complete your application. Please note that you may not apply for loan forgiveness until after your 24-week coverage period has ended.

For example: the earliest possible borrower (funded April 3rd) would have their coverage period extended to September 18. The borrower will have up to 90 days thereafter to complete their application. In this instance, the borrower’s last day to turn in their PPP forgiveness documents would be December 17, 2020.

Another major change is the minimum required amount to be used towards payroll. At least 60% of the loan proceeds must be used for payroll costs, plus health and retirement benefit costs. No more than 40% of loan proceeds can be used towards non-payroll expenses. Loan forgiveness will be reduced if less than 60% is used for payroll.

One more piece of good news: City National Bank will be providing an online tool to help you manage forgiveness on your PPP loan in the coming weeks and you will be notified via email when it is available. This tool walks borrowers through the forgiveness reporting process, allowing them to quickly and securely access their multiple business bank accounts to pull in transactions and qualifying PPP expenses.

We'd like to remind you of the importance of keeping detailed records of how you use your loan proceeds so you can maximize the PPP loan forgiveness opportunities and be ready to fill out your PPP Loan Forgiveness Application using our upcoming online tool. To help speed-up your forgiveness application process, we recommend that you begin to digitize your documents for submission.

Here are some key things to track and have ready when the time comes to submit your application:

Verification of full-time equivalent employees and their pay rates, including:
• Payroll reports
• Payroll tax filings (Form 941)
• Payroll, income and unemployment insurance filings from your state
• Verification of any health insurance and retirement contributions
• Verification (payment receipts, account statements, canceled checks) of eligible utility, rent and mortgage interest payments

Our staff is continuing to follow CDC, state and municipality guidelines to minimize the exposure to COVID-19. Below are some the safeguards City National Bank is taking:

• Customer occupancy is limited to five (5) people:
    o Two (2) at the teller line
    o Two (2) waiting
    o One (1) in the loan department
• Customer overflow inside brick-and-mortar branches:
    o Customer may use drive-thru window
    o Customer may wait outside
    o Customer may wait in their car with call to cell phone when occupancy allows
• Social distancing - 6 feet recommendation
• Sneeze guards in place at teller desk
• Hand sanitizer in place for customer use
• Employee daily health screens
• Employee mask requirements
• Masks available for customers upon request (limited)
• Additional cleaning schedules
• Public restroom closed

• Paycheck Protection Loans: CNB will continue taking PPP applications, however due to the overwhelming number of applications along with depleting federal funds, there is no guarantee that your application will be processed or submitted to the Small Business Administration (SBA).

Dear Valued Customer,

As you may be aware, the U.S Congress and President Trump just passed the CARES Act (Coronavirus Aid, Relief, and Economic Security Act) stimulus package to provide relief to businesses and employees during the coronavirus crisis. The SBA Disaster Loan Program within the bill is currently active and applicants can apply by clicking here. Applicants can apply for a loan and may receive a loan up to $2 million. The terms of the loan can be up to 10 years and the interest rate for profit businesses is 3.75% and the interest rate is 2.75% for all non-profits. Businesses with less than 500 employees are eligible.

The SBA Paycheck Protection Program, which allows applicants to apply for loan forgiveness under the CARES bill, will be administrated by depository institutions (banks and credit unions), however guidelines on implementation of the program from the SBA (the “U.S Small Business Administration”) at this time has not been released. City National Bank & Trust is a participating lender in the SBA program. As soon as the SBA provides guidance on the program, we will inform you how you can apply.

How to use mRDC:
1. Log into CityNET Online Banking via your desktop or mobile app
2. At the top of the page, click “Menu”
3. Select the “Transactions” tab and click “Deposit Check”
4. Select the account you’d like to transfer the check to, along with the amount.
5. Click on “Capture Image” and take a photo of the front and signed back of the check
6. Click “Submit Deposit”

The worldwide spread of the COVID-19 Coronavirus has prompted health officials to strongly advise us all to minimize our exposure to possible infection.

These advisories range from avoiding large gatherings to simple steps we can take to protect ourselves and others on a daily basis, such as how we go about our normal activities and how we meet our financial needs.
